This looks like it was part of a cover from the old American "Life" magazine. The LIFE logo looks like it did back in the 1950's. So, my guess is that the photo was taken somewhere in the US during the tour in 1950. It is also possible that it was as late as the 1964 tour. If anyone has access to Life magazine archives or back issues, the photo info may be fairly easy to find...

In Col. Podhajsky's book, "The White Stallions of Vienna", there is a foto taken in the same place, but it is one of the few pictures in the book with no explanation!! It is a color plate, added after the book was printed,(there are several in the book) so I don't know if it is in all editions of the book. My copy of the book is from 1963. I will scan and post the picture and see if it is easier to identify. I think it is the same horse, but you can see the riders face.
I don't know who or where this is, but I have a mare by Maestoso Africa-68 who looks exactly like him. Beautiful photo! Thank you for posting it.
